Higher reach and recommendation failed in front of DM’s strict action, recovery of crores of revenue from mining defaulters
Recovery was pending for three years, the administration was misled to grab the property.

On the instructions of District Magistrate Savin Bansal, the Dehradun district administration team auctioned the property of Shivam Mines, a major mining defaulter in the district, at Tehsil Sadar to recover outstanding dues. A property worth ₹16.21 crore was auctioned against ₹12.93 crore in pending dues.
In a previous auction attempt, efforts were made to mislead the administration by involving associates as bidders to seize the property unfairly. Taking a strict stance, DM Savin Bansal ordered legal action against those involved.
This recovery had been pending for nearly three years, with influential individuals using their connections and influence to delay payments. Once the matter came to the DM’s attention, he took strict action and directed the full recovery from all major defaulters. The DM is personally monitoring revenue recovery efforts.
In another case, the district administration sealed a flat of Golden Era Infotech Pvt. Ltd. in Arcadia, Dilaram Bakarwala, to recover ₹78 lakh in pending RERA dues.
Since DM Savin Bansal assumed office in Dehradun, the district’s revenue recovery has increased from 30% to 95%, making it the highest in the state.
Both DM Savin Bansal and the state government appreciated the efforts of SDM Kumkum Joshi, the Tehsildar, and the tehsil administration. SDM Kumkum Joshi played a key role in ensuring the successful recovery of these dues.
