Dehradun, 23 June 2025 – In a review meeting chaired by Chief Secretary Anand Bardhan, preparations for Kanwar Mela 2025 were thoroughly discussed. The Chief Secretary instructed all departments and executing agencies to complete all preparations for the fair on time.

He made it clear that strict action will be taken against those who disrupt the orderly conduct of the Mela – including individuals under the influence of alcohol, unruly elements, or those promoting violence. Additionally, large DJ sound systems will be prohibited during the Mela.

Major Directives and Departmental Responsibilities

  • Urban Local Bodies: Must ensure regular sanitation, public toilets, and proper parking arrangements.

  • Drinking Water Institute: Ensure uninterrupted water supply.

  • Food Safety Department: Regular monitoring of food quality and hygiene.

  • Supply Department: Prevent overpricing and black-marketing.

The Chief Secretary warned that any negligence in cleanliness, water supply, or parking will result in strict action against the responsible department or agency. He directed timely coordination meetings with all executing bodies to issue necessary guidelines. The Irrigation Department was instructed to ensure cleanliness and safety at all bathing ghats and bridges.


Haridwar Preparations

In the meeting, the District Magistrate and Senior Superintendent of Police, Haridwar, presented a detailed plan for the successful management of the Kanwar Mela. This included:

  • Traffic management

  • Parking facilities

  • Crowd control

  • Security arrangements

They shared plans for various routes, temporary and permanent parking zones, and route diversions.

The SSP Haridwar informed that the Mela area has been divided into:

  • 16 Super Zones

  • 37 Zones

  • 134 Sectors

The presentation also covered infrastructure developments (both permanent and temporary), challenges in Mela operations, and related budget provisions. The districts of Dehradun, Pauri, and Tehri also shared updates on their preparedness and budgetary requirements.

  • IG K. S. Nagnyal

  • District Magistrates and SSPs of Haridwar, Dehradun, Pauri, and Tehri

  • Officials from all relevant departments
