Dehradun, January 27, 2025

In a ceremony held at the Chief Sevak Sadan on Monday, Chief Minister Pushkar Singh Dhami officially unveiled the notification for the Uniform Civil Code (UCC). On this occasion, he launched the UCC portal ucc.uk.gov.in and released the UCC rulebook.

The Chief Minister was the first to register his marriage on the UCC portal, and Chief Secretary Radha Raturi presented him with the certificate. Additionally, he awarded certificates to the first five applicants who registered under the UCC.

CM Dhami stated that an expert committee contacted 2.35 lakh people to draft the UCC for Uttarakhand. By implementing the UCC, the state government is paying a true tribute to the Constitution’s architect, Dr. B.R. Ambedkar, and all members of the Constituent Assembly.

With great emotion, the Chief Minister announced the full implementation of the UCC for Uttarakhand’s 1.25 crore citizens. He expressed gratitude to Prime Minister Narendra Modi and Home Minister Amit Shah for their guidance in making this possible.

Key Highlights of UCC Implementation in Uttarakhand:

  • Abolition of legal discrimination based on caste, religion, or gender.
  • Ensuring women’s safety and empowerment by prohibiting practices like halala, triple talaq, and iddat.
  • Scheduled Tribes (as per Article 342) are exempted from the UCC to preserve their traditions.
  • Marriage registration within six months of UCC implementation is free of charge for those already married, divorced, or annulled.
  • Marriageable age standardized across all religions: 21 years for men, 18 years for women.
  • Second marriage prohibited while the spouse is alive.
  • Equal property rights for daughters.
  • Inheritance rights: Equal distribution of a deceased person’s property among their wife, children, and parents.
  • Mandatory registration of live-in relationships, with confidential notification to parents/guardians.
  • Children born in live-in relationships granted equal rights.

The Chief Minister emphasized that UCC is not against any religion or sect but a legal reform to promote equality and social harmony. He noted that many Muslim-majority and developed countries have already implemented UCC.

To commemorate this historic step, January 27 will be observed as Uniform Civil Code Day every year in Uttarakhand.

During the event, UCC Rulebook Committee Chairman Shatrughna Singh provided detailed insights into the rules, and Secretary Shailesh Bagoli delivered a vote of thanks.
